The Real Madrid forward has been linked with a move back to the Premier League following his subdued performances this season.
Ronaldo has only scored one goal and has made a mere two assists in seven appearances in La Liga to make a slow start to the campaign.
Manchester United have regularly been linked with a move to re-sign the Portugal international over the past four or five seasons.
Jose Mourinho’s appointment as Louis van Gaal’s successor has only fuelled talk of Ronaldo’s return given the duo’s past working relationship at Real Madrid.
Portugal legend Ronaldo moved to Real Madrid in a then world-record £80m move from Manchester United in the 2009 summer transfer window.
Former Chelsea defender Burley believes Manchester United should sign Ronaldo to bring in a marquee name at Old Trafford.
“I actually think Man United does make sense,” Burley told ESPN FC.
“If the transfer fee wasn’t huge, I think they could get round his wages purely because their brand, their commercial department, would be absolutely doing cartwheels at having this guy back in.
“They would be selling all sorts around the world and, by the way, he’s still better than anything they have on the pitch.
“(Henrikh) Mkhitaryan is not playing well, (Marcus) Rashford is playing out of position, (Anthony) Martial’s out the team.
“So, his experience would fit and his global selling point around the world as a commercial perspective for Manchester United would be absolutely huge.”
Ronaldo won three Premier League titles and the Champions League in 2008 during his career at Manchester United.
The Red Devils signed Everton striker Romelu Lukaku, Chelsea midfielder Nemanja Matic and Benfica defender Victor Lindelof in the summer transfer window.
Manchester United won the Europa League and the League Cup in their first season under Mourinho.
